How would someone even go about dumping the bootrom?

Did Dev-Team dump the baseband bootrom? (They have access to the baseband's RAM)

check out MuscleNerd's video of him explaining how they used jerrySIM in the earlier days to do a few hacks (such as downgrade the baseband). he mentioned something about 'bootrom stuff', i believe.
