CooLtool is an AppleInternal tool to check if GPS, GLONASS, cellular and other location systems are working. You have to add a specific gps module to adjust gps on the devices. The app is for iPhone and iPad but doesn´t work on iOS 8 properly, so may it is outdated or not longer in use.
