PreBoard.app is not known for its exact purpose yet. PreBoard.app supposedly runs once after restoring and/or updating. PreBoard tracks if the user has activated there device or not. If the device is activated PreBoard will not show up. The PreBoard.app will not launch from a homescreen icon, if attempted the app would crash. PreBoard.app works with Springboard.app, and BackBoardd launch daemons. Again there is not that much info on PreBoard.app at the moment, seems like a mystery for most of us.
