Such is done by [[Mobile Substrate]] to exit Safe Mode should the SpringBoard crash. Also, many SpringBoard extensions may respring for other reasons. I.e. [[WinterBoard]] resprings when you change theme and vBackground will respring when you change the video. This is not the same as a reboot
